Im 16 And My Boyfriend Is 23 When I Turn 17 Will It Still Be Considered Illegal?

This depends on which state you live in. Each state gets to make its own laws (you know, democracy and all).
Whether it is illegal depends on what the “age of consent” is in your state. The age of consent is the age at which a person is deemed capable, for legal purposes, of consenting to sexual intercourse. Having sex with anybody who is below the age of consent is considered statutory rape, a serious felony.
According to Wikipedia (take it for what it’s worth, and verify it for yourself):
* Age of consent 16 years old: Alabama, Alaska, Arkansas, Connecticut, District of Columbia, Georgia, Hawaii, Indiana, Iowa, Kansas, Kentucky, Maine, Maryland, Massachusetts, Michigan, Minnesota, Mississippi, Montana, Nevada, New Hampshire, New Jersey, North Carolina, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Carolina, South Dakota, Vermont, Washington, West Virginia
* Age of consent 17 years old: Colorado, Illinois, Louisiana, Missouri, Nebraska, New Mexico, New York, Texas
* Age of consent 18 years old: Arizona, California, Delaware, Florida, Idaho, North Dakota, Oregon, Tennessee, Utah, Virginia, Wisconsin, Wyoming.

Having sex with a person who is above the age of consent but still below 18 might still be a lesser misdemeanor, but it will not be rape.     It would be illegal unless you have the permission of your parents to date him. Sex could be illegal – based on the age of consent laws of your state – then, there are laws against contributing to the delinquency of a minor.

    the legal is 18 and i tell you right now he not going to Wait for you to turn 18 and as soon as you get knock up you won’t see him again this happen more than you think

    He is an adult, the maximum age difference between an adult and a minor can be two years. Anything greater than that and he could get charged, unlikely but it could happen.
