    (a) A city’s Chamber of Commerce is not a governmental body with the authority to pass laws. The state constitution is obviously law, and so are the ordinances passed by the city council. The state dept. of parks and recreation also has the power to issue regulations that have the force of law (administrative law). But the Chamber of Commerce “instructions” do not have the force of law.
